Tokyo Investigates Libya’s Qaddafi Family Possible Assets in Japan

Details of the Japanese Sanctions

Tokyo- (PanOrient News) The Ministry of Finance in Japan said today it is investigating whether or not the embattled "Libyan revolutionary leader, Gaddafi" and his four sons and one daughter have financial assets in Japan subject to freezing in line with U.N. Security Council resolution 1970 calling for sanctions against Libya, which was adopted in late February.

This comes as part of a resolution adopted by the cabinet of Prime Minister Naoto Kan on the same day to impose trade and financial sanctions against Libya as means to force its leader to stop military action against civilians.

The government asked financial institutions to check if there are any assets registered under the names of Qaddafi: Muammar Mohammed Abu Minyar, and his children: Hannibal, Khamis, Mutassim, and Saif al-Islam, and Aisha.

Qaddafi's son Al Sa'aedi, the football player, was not included in the names mentioned in the statement.

The Japanese decision did not include new measures to prevent these six people from entering Japan as Tokyo had already in effect taken steps to block their entry, a Foreign Ministry official told local media in Tokyo.

These Japanese sanctions also included a symbolic arms embargo and financial sanctions against Libya, where protests against the ruling regime are threatening to turn into civil war.

Meanwhile, the Ministry of Economy, Trade and Industry said there are no such weapons traded between the two countries.

Private sector trade activities between both countries are not included in the sanctions. Japanese data shows the trade exchange between Japan and Libya is marginal with Libyan exports of about Y100 million (U.S. $1.2 million) worth of goods---mostly seafood--to Japan each year. Most Japanese exports to Libya are cars.

A statement by the Foreign Ministry of Japan explained the sanctions that are implemented under the Foreign Exchange and Foreign Trade Law. They include banning capital transactions, the deposit contract, trust agreement and cash loan agreement.

Here is an unofficial translation of a statement by the Foreign Ministry of Japan detailing the sanctions imposed on Libya;

Designated Revolutionary Leader, Libyan Qadhafi and Related Parties:

1- Qadhafi, Aisha Muammar: Date of Birth: 1978. Place of Birth: Tripoli Libya. Daughter of Muammar Qadhafi. (Reason of the sanctions:) Close relationship with the regime.

2- Qadhafi, Hannibal Muammar. Passport number: B/002210. Date of Birth: 1975/9/20. Place of Birth: Tripoli, Libya. Son of Muammar Qadhafi. (Reason of the sanctions:) Close relationship with the regime.

3- Qadhafi, Khamis Muammar. Date of Birth: 1978. Place of Birth: Tripoli Libya. Son of Muammar Qadhafi. Commander of the Special Forces involved in the oppression acts.

4- Qadhafi, Muammar Mohammed Abu Minyar. Date of Birth: 1942. Place of Birth: Sirt- Libya. Leader of the Revolution. Supreme Commander of the Military. Responsible for ordering oppression campaign and violations of human rights.

5- Qadhafi, Mutassim. Date of Birth: 1976. Place of Birth: Tripoli, Libya. National Security Adviser. Son of Muammar Qadhafi. (Reason of the sanctions:) Close relationship with the regime.

6- Qadhafi, Saif al-Islam. Passport number: B/014995. Date of Birth: 1972/6/25. Place of Birth: Tripoli, Libya. Son of Muammar Qadhafi. President of Qadhafi Foundation. (Reason of the sanctions: Close relationship with the regime. He made public comments encouraging violence against activists.
